AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before the country’s general election.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the positions of these parties, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
Voting Background and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the showing of the PVV.
The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, meaning the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to AI Operation
The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
